System Has Failed Windows Press F2 to Continue

Why can't I log in to Windows 7 system after startup when the graphics card and display operate normally, but it does well after reboot?

Optiplex series desktops:

1. Turn on or restart your computer.

1. In Dim4300, Dim8100, Dim8200, GX50, GX240, GX150 and GX400 models, press "Ctrl+Alt+F8". A boot order menu appears. You can select a boot order in the menu.
2. There is a new feature in the new BIOS version for all models. Press "F12" while starting the system to enter a quick startup menu, where you can switch the first boot device.
